Lockheed Martin has broadened its industrial collaboration proposal for the Philippines under its F-16 Block 70 offer for the country’s Multi Role Fighter program. The updated plan includes a partnership with Southern Methodist University (SMU) to support digital innovation, intellectual property development, and workforce training in cooperation with Philippine universities and industry.

The initiative will involve technology and knowledge transfer through funding for business incubation, government projects, and academic programs. Plans also include the creation of a research laboratory and training facility where Filipino professionals can develop solutions and prototypes for application across multiple sectors.

According to Lockheed Martin F-16 Business Development’s Jess Koloini, the cooperation aims to align with the Philippines’ Self-Reliant Defense Posture policy while contributing to workforce skills and economic growth.

SMU will bring in expertise from its Center for Digital and Human-Augmented Manufacturing and Deason Innovation Gym, with a focus on areas such as digital modeling, simulation, robotics, automation, artificial intelligence, and extended reality technologies.

The agreement provides access to advanced innovation tools at SMU, funds for research and education programs, and collaboration with local universities and businesses to create new capabilities and intellectual property. SMU’s Associate Dean for Advanced Studies and Industry Partnerships, Dr. Ben Zoghi, noted that the projects are intended to strengthen the country’s academic and industrial base and enhance competitiveness in global markets.
