Türkiye and Syria have signed a memorandum of understanding (MoU) on military training and consultancy following talks in Ankara on Wednesday, the Turkish Defense Ministry announced.
The signing ceremony took place at the Turkish Ministry of National Defense in Ankara, where Turkish National Defense Minister Yasar Guler and Syrian Minister of Defense Murhef Ebu Kasra met on August 13, 2025. According to the ministry, the agreement formalizes cooperation on training and consultancy between the two countries’ armed forces.
The deal follows months of negotiations on a broader military cooperation framework, initiated after the ousting of Bashar Assad in December. Since taking office, Syria’s new government has focused on restoring order across the country.
Ankara, which has maintained cordial relations with the new authorities, had previously offered operational and military support to help Damascus combat Daesh and other armed groups. Under the MoU, Türkiye will continue to support Syria’s political unity and territorial integrity, providing training and technical assistance at Damascus’ request to strengthen counterterrorism efforts.
