The submarine is the first of three Changbogo-III Batch-II class vessels currently under construction. It represents a significant advancement in the Republic of Korea Navy’s submarine program, which aims to strengthen deterrence and operational endurance.
According to a joint statement from the Navy and the Defense Acquisition Program Administration (DAPA), the new platform “is a core strategic asset with enhanced capabilities to respond to various maritime threats.”
Compared with the earlier 3,000-ton Batch-I model, the Batch-II version features improved stealth, detection, and strike systems. Its upgraded sonar and combat systems enhance target acquisition and situational awareness, while lithium-ion batteries extend underwater endurance and allow higher operational speeds.
Sound absorption technologies have also been incorporated to reduce acoustic signatures, and an increased proportion of domestic components has been used to improve system reliability. Officials indicated that the submarine will feature more vertical launch tubes than its predecessor, which had six, allowing it to deploy submarine-launched ballistic missiles.
The new vessel will play a central role in South Korea’s maritime three-axis deterrence framework, including the Kill Chain preemptive strike strategy designed to neutralize potential North Korean nuclear and missile threats. The submarine is expected to be delivered to the Navy by the end of 2027, with two additional units in progress.The launch aligns with South Korea’s ambition to become one of the world’s top four defense exporters. “The ROKS Jang Yeong-sil is anticipated to contribute to global security and peace while supporting South Korea’s defense export goals,” said Lee Sang-woo, director-general of DAPA’s KSS program group.
Hanwha Ocean, the builder, was recently shortlisted alongside Germany’s ThyssenKrupp Marine Systems as a preferred bidder for Canada’s Patrol Submarine Project, under which up to 12 new submarines are planned for the Royal Canadian Navy by 2035. Canadian Prime Minister Mark Carney is expected to visit the Hanwha Ocean facilities during his trip to South Korea next week.
