Eve Air Mobility announced a framework agreement with Bahrain’s Ministry of Transportation and Telecommunications (MTT) during the Gateway Gulf Investment Forum 2025. The agreement aims to advance sustainable air mobility in the Middle East and strengthen Bahrain’s position as a regional hub for electric vertical take-off and landing (eVTOL) operations.
Under the agreement, Eve and MTT will collaborate to prepare the regulatory, operational, and infrastructure frameworks needed for eVTOL operations. The plan includes creating a sandbox environment for testing advanced air mobility systems, developing vertiport infrastructure, and emphasizing low-emission and low-noise operations. Workforce training will also form part of the partnership’s scope. Commercial operations are scheduled to begin in 2028, with international expansion expected in 2029.
Eve CEO Johann Bordais described the agreement as an important milestone in the company’s regional strategy.
“Signing this Framework Agreement with the Kingdom of Bahrain represents a historic step in our journey to bring sustainable air mobility to the Middle East,” said Bordais. “Bahrain’s vision to become a hub for innovation and clean transportation aligns perfectly with our mission to transform the way people move in cities and regions sustainably.”
Bahrain’s Minister of Transportation and Telecommunications, Dr Shaikh Abdulla bin Ahmed Al Khalifa, said the partnership demonstrates the country’s intent to lead regional aviation innovation.
“The Agreement with Eve Air Mobility, a globally trusted partner in eVTOL aircraft development, demonstrates Bahrain’s firm commitment to establishing the region as a center of excellence for innovation in aviation,” he said. “Together, we are committed to making safe and sustainable aviation a reality for Bahrain, the GCC region and the world.”
Eve is evaluating premium shuttle and tourism routes across major regional cities, including Dubai, Abu Dhabi, Riyadh, Jeddah, Doha, Istanbul, and Manama. The company says these routes aim to reduce travel time and enhance urban connectivity.
Eve’s eVTOL design incorporates features tailored for the Middle East’s climate, such as UV and infrared window protection, microclimate air conditioning, and a Lift + Cruise configuration to minimize dust and sand exposure.
